Dear readers, please find below an official press release outlining Kazakhstan’s nonproliferation efforts in light of the country’s bid to join the Missile Technology Control Regime (MTCR).
The below document is another confirmation of Kazakhstan’s strong and sincere commitment to joining and supporting major international nonproliferation regimes.
Press Release
The Republic of Kazakhstan is known for its commitment to joining major international export control regimes.
Today, one of Kazakhstan’s priorities is joining the Missile Technology Control Regime (MTCR), particularly in light of the country’s joining the ranks of space-faring countries. It is also related to Kazakhstan’s unique rocket and space complex «Baikonur» and its continuous efforts to develop the national space program.
Though Kazakhstan is not yet a member of the MTCR, it adheres to its main documents: the Guidelines and the Equipment, Software and Technology Annex. Besides, in 2005 Kazakhstan joined the Hague Code of Conduct against Ballistic Missile Proliferation which was an important step on the way to become a part of the MTCR.
Kazakhstan has done a lot to bring its legislation on export controls in line with the strictest international requirements. Kazakhstan is a party to all agreements that form the basis of the international non-proliferation regime: the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Convention on the Prohibition of Chemical Weapons (CWC), the Convention on the Prohibition of the Development, Production and Stockpiling of Biological and Toxin Weapons and on Their Destruction (BWC) and the Comprehensive Nuclear-Test-Ban Treaty (CTBT), as well as to all 13 international conventions on fighting terrorism, including the Convention for the Suppression of Acts of Nuclear Terrorism.
Today, Kazakhstan possesses a system of export controls and regulatory framework that meets all the requirements of the MTCR. Thus, our country shows its commitment to missile technologies strict control and its preparedness to join the MTCR.
