An official letter of invitation from your hosting organization registered with either the Russian Ministry of the Interior with its local offices or the Russian Foreign Ministry with its regional representatives. Such invitations can be delivered to us by telex or forwarded to you directly through facsimile transmission. Please note however that we reserve the right to require originals if we deem it necessary.
5. A cover letter from your company (or from yourself if traveling individually) with information on the traveler, destination, terms and purpose of the trip.
6. HIV Test (AIDS) Certificate, if you are applying for a visa validfor more than 3 months.
7. If applying by mail (all visa documents should be sent to 2641 Tunlaw rd. N.W., Washington DC, 20007), you should enclose a completely addressed and stamped return envelope or prepaid waybill, bearing your account number with the postal service (preferably Federal Express) and showing yourself as both shipper and recipient regardless of delivery address.We do not accept waybills marked ‘bill sender’, ‘bill third party’, bill credit card’ or C.O.D. If you fail to follow the above mentioned requirements, your visa application will not be processed. If the papers are not acceptable for any reason or some documents are missing, we will return them by regular mail. When forwarding your documents to us, please, specify “attention: visa section”. We do not accept documents for international delivery! If you apply personally, you should get a pick-up slip from the visa officer. In accordance with the Hague Convention of October 5, 1961, in which both the Russian Federation and the United States of America are participants, documents authenticated by an Apostille of a participant country are exempted from validation (i.e., from verification of the authenticity of the signatures, the authority of the persons signing, and the authenticity of the seals and stamps) by the consular establishments of other participant countries.
Documents with Apostille do not require any further legalization.
The Apostille is a stamp established by the Hague Convention, placed in documents by a competent authority of the country in which the document was issued. In the USA, the Apostille is placed by a Secretary of State.

The following documents are considered official documents in accordance with the Hague Convention (documents for public use), and an Apostille may be placed in them:
· Documents issued by organizations or officials associated; with courts or state tribunals, including documents issued by a public prosecutor, court secretary, or bailiff;
· Documents of administrative (executive) authorities;
· Documents certified by a notary public;
· Official validating endorsements, placed on documents signed by individuals acting in a personal capacity, such as official certificates of the registration of a document or of its existence on the date indicated, as well as official and notarial verifications of signatures.
The Hague Convention does not cover the following documents:
· Documents issued by officials of diplomatic missions or consular establishments;
· Documents of administrative authorities that have direct bearing on commercial transactions or customs operations;
· IDs.
Please be advised that according to the established common practice, official organizations in the Russian Federation may not accept foreign corporate documents if they are not legalized by consular offices of the Russian Federation in the countries where the documents originated. Furthermore, due to the different forms of execution of Apostille in Russia (seal) and in the United States (certificate), receiving organizations in Russia may ask for additional proof of proper legalization.
In view of the above, it is advised that the corporate documents intended for use in Russia must be certified as to proper legalization at the consular offices of the Russian Federation.

Obtaining of Documents on Demand
Procedure for obtaining of documents on demand:
The obtaining of documents from the Russian Federation on demand is carried out through the consular establishment in the consular district where the applicant resides .Documents to be furnished to Russian Federation consulates for obtaining documents on demand:
* Two copies of the questionnaire filled out in Russian;
* Declaration in optional form regarding the obtaining of a document on demand;
* Consular fee of $ 60 (for Russian citizens) and $120 for non-Russian citizens.
Notes
It is recommended that the required documents be sent as registered letters with a stamped, self-addressed envelope enclosed. The postal receipt should be kept until the document to be obtained on demand is returned or the consul&rsquos response is received.
In cases in which disputed or unclear matters arise, communication with the consular establishment in the appropriate consular district is recommended.

The Consulate provides Authentication of powers of attorney, drawn up in the United States to be used in Russia. A power of attorney can be certified on behalf of one or multiple Principals in the name of one or multiple Agents.
Authentication of any type of power of attorney requires Principal’s personal appearance at the Consulate. The Consul certifies Principal’s identity and mental competence.
Before documents submission to the Consulate a Principle should:
*Adjust the text of the power of attorney with the Russian institution where it will be further submitted to
*Send a copy of the power of attorney to Notary Section of the Consulate by fax. The message should also contain information on date of birth, permanent address and passport data for both a Principal and an Agent.
*Make an appointment with the Consulate for Power of Attorney Certification.

Please be advised that the United States and the Russian Federation are signatories to the Hague Convention of October 5, 1961. In accordance with the Convention, in order for U.S. documents to be valid in Russia, they must bear an Apostille - certificate confirming the capacity of the government official signing the document, authenticity of the signature and, where appropriate, of the seal or stamp on the document. Documents with Apostille do not require any further legalization.
Nonetheless, according to the established common practice, official organizations in the Russian Federation may not accept foreign documents if they are not accompanied by a certified translations; many organizations require certified translations to be legalized by consular offices of the Russian Federation in the countries where the documents originated. Furthermore, due to the different forms of execution of Apostille in Russia (seal) and in the United States (certificate), receiving organizations in Russia may ask for additional proof of proper legalization.
In view of the above, it is advised that the documents intended for use in Russia must be certified as to the accuracy of translation and proper legalization at the consular offices of the Russian Federation. Each document must be:
* Acknowledged before a Notary Public (in case of Certificates of Incorporation, Amendments, Addenda, Goodstanding and the like - presented in the form of certified copies issued by the Department of State where the company was incorporated);
* Certified by an Apostille issued by the Department of State in the respective state;
* Accompanied by a certified translation (the Apostille page and the entire content of the document must be translated); the translation should be sewn together with the original document in a way acceptable in the Russian Federation).
IMPORTANT NOTICE for the U.S. companies which are founders (co-founders) of joint-stock companies with foreign investment in Russia:
In compliance with the Russian Federal Law of December 26, 1995 "On Joint-Stock Companies" (in effect since January 1, 1996) constituent documents of joint-stock companies with foreign investment founded before January 1, 1996, are subject to adjustment to the standards of the aforementioned Federal Law before July 1, 1997. Constituent documents of joint-stock companies with foreign investment, not compliant with the aforementioned Law before July 1, 1997, shall be considered null and void.
In the Russian Federation the registration (renewal of registration) of companies with foreign investment, including joint ventures, wholly owned foreign companies, branches, representative offices, is handled by the Russian State Registration Chamber. In accordance with the Law of the Russian Federation of July 4, 1991 "On Foreign Investment in the RSFSR" and the Order of the State Registration Chamber of February 7, 1996 "On Procedure of Registration of Joint-Stock Companies with Foreign Investment" a foreign investor must submit a set of documents confirming the incorporation and solvency of the foreign investor.
To ensure compliance of the documents submitted by foreign companies with applicable provisions of the Russian Federal Laws, the Hague Convention of 1961, and the Regulations of the Russian State Registration Chamber, the new registration procedures involve the services of specially selected expert companies. The expert companies have to be certified by the Russian State Registration Chamber to provide services concerned with processing and expertise of foreign documents intended for use in the Russian Federation.
Please note that documents intended for registration and renewal of registration in the Russian Federation of companies with foreign investment must be submitted in a package accompanied by an expert opinion provided by an expert company.

TO ADOPTED RUSSIAN CHILDREN
(LOST PASSPORT)
To obtain a new Russian passport adopted parents should submit to the Consulate (either in person or by mail) the following documents:
*police report;
*application for a new Russian passport ;
*copy of the American passport;
*two identical passport size pictures of the child;
*money order for $190 payable to the Embassy of Russia (cash or personal checks will not be accepted);
*copy of “green-card” or American passport (first page with the photo);
*prepaid return envelope “Express Mail” or “Fedex”.

In accordance with the legislation of the Russian Federation Russian children adopted by foreign citizens must be registered at the Consulate. To register your child, please submit the following documents:
*written application for registration, indicating your full name, date and place of birth, and phone numbers;
*original Russian passport your child used to enter the country. (Once the Consulate receives all documents we shall place a registration stamp in your child's passport, as a confirmation that your child has been registered with the Consulate. After that the passport will be mailed back to you);
*one passport-size picture of your child;
*notary certified copies of American passports of parents;
*Russian version of the notary certified copy of adoption certificate;
*Russian version of the notary certified copy of birth certificate (issued after adoption);
*consular fee in the form of a "Money order" for $50 (per child), payable to the Russian
Embassy and prepaid envelope Express-mail or FedEx (if you have FedEx account number). Please note that we do not accept cash or any other checks.
